My theory is that A-chan was a lot closer to the talents while also having clout with senior leadership so she could directly raise concerns to get things changed/clear blockers. Without A-chan, good old corporate hierarchy sunk in and red tape stopped concerns being raised to the right level...

Maybe Takeshi was a Genwunner who couldn't bear to see talents taint themselves unless it was strictly FOTM.
